Debug symbols

I was just wondering what the combination <debug-symbols>on 
<debug-store>database should do storing the debug symbols in an 
external database is not available. There are three options, I think.

1. Store the symbols in the requested target. (Which I told it not to do.)

2. Don't store the debug symbols at all. (But I did request them.)

3. Generate an error.

What do others think?
