como-win32 toolset

I've just committed a new como-win32 toolset to CVS. It has taken a long 
period of trial-and-error to get this working, and it is unlikely to work 
under other operating systems. Thus the new toolset, rather than trying to 
make the regular como toolset work for Windows and breaking it for other 
operating systems in the process.

Note that como-win32 depends on a number of bug fixes which Comeau 
Computing sent me privately in response to various problems encountered. It 
won't work with their public versions until those get updated to reflect 
the fixes.

To make the regression test status reporting more reasonable, I'm filtering 
out various compiler chatter. A request is in to Comeau to provide a switch 
to turn off all the logos and other extraneous verbiage that this compiler 
outputs.
