I think V2 thinks that on Cygwin, libraries can have '.lib' suffix, but not 
'.a'. Could you go to builtn.jam, find the line

declare-type NT CYGWIN : STATIC_LIB : lib : LIB : main ;

(around line 233 in my copy), change it to 

declare-type NT CYGWIN : STATIC_LIB : lib a : LIB : main ;

and try again?
