out of context, i don't remember exactly. i have "sensible fake
targets" from the original list that dave and i made and i have no
further explanation; maybe dave can remember.

i believe the motivation was from a requirement to make the execution of
an action dependent upon something that was neither a main-target nor a
simple file, so you'd like to declare targets (that would become NOTFILE
Jam targets) that are dependent upon other targets. if i can remember
an example, i'll let you know; otherwise, put it on the back burner.
