stage rule

How do I specify an extension for the stage rule?

If I use this:

subproject tools/toolcgi ;

exe literate.cgi : main.cpp : ;

stage ../../cgi-bin/ : <exe>literate.cgi : ;

bjam complains with "unknown target type for <tools!toolcgi>literate"

It's like stage strips off the extension.
