The smiley is only partly a joke. While environment vars have problems, i.e.
they are near as expressive as user-config.jam, and are outside our control,
using the BOOST_BUILD_PATH has some advantanges.
For example, when I'll make Debian package for Boost.Build, it will likely set
BOOST_BUILD_PATH during installation, and user will not be requried to create
extra file.
