No, the version in CVS is correct, that is, it's post-3.1.7. The 3.1.4
version is much older than the latest release (3.1.7 which is on the SF
files download page). What I suspect is that you have more than one version
of bjam in your system and the 3.1.4 version is first in the PATH.

You can get the latest from cvs.sourceforge.net... The anoncvs from
sourceForge is now fast enough to make the Boost Consulting mirror slower.
They are updating the anoncvs many times a day now.
