Now you can specify a project-relative path using a path feature,
e.g.:

<include>@some-project/some/sub/project

This means we no longer need that klugey $(BOOST_ROOT) variable,
because we can write:

<include>@boost

path globals don't seem to always work in cross-project contexts
anyway.
