I don't think that you should have done any of the things involving
boost-jam-3.1.7. I recommend you remove the directory tree rooted at
C:\boost-1.30.2\boost-jam-3.1.7 from your system as it's only likely
to confuse things.

If you just follow the steps described at
http://www.boost.org/tools/build/index.html everything should work.
If you have specific questions about those steps, we'd be happy to try
and answer them.
