That just seems wrong. You should only need to add a single file for 
your new toolset, and not touch anything else.

OK, why touch this one?? Are you compiling bjam with the new toolset? 
And if you are, you would need to also change jam_src/build.sh or 
jam_src/build.bat. And possibly others in there to correctly support the 
toolset.
