Type registration and main target rules

Hi,
per recent discussion with Dave, I've changed the type.register rule so that 
whenever a new type is registered, a corresponding main target rules is 
always created. Previously, you had to pass an additional parameter to cause 
that.

The new behaviour is documented at:

If you have invocations of type.register anywhere, you might need to remove 
the "main" parameter.

Dave, this means you don't need to tweak boostbook.jam to make your docutils 
module work, just make sure boostbook is imported (so that HTML type is 
defined).
