Well, the .rsp file should only change when any of the files it lists
changes. I'm guessing that the file built from the .rsp is sometimes
built so quickly that it acquires the same timestamp as the .rsp, so
it needs to be rebuilt again. Have you tried running bjam -d+12 and
analyzing the dependencies?
