No, reverse that. VC71 at least sets up INCLUDE/LIB and not COMMTOOLS 
when you don't set up the env. And VC8 doesn't seem to set up anything 
at all. And regardless there are other Windows compilers than VC which 
use the registry instead of the env, like CW.
