IMO it should be a single feature. I haven't ever seen that _UNICODE is 
used without UNICODE in any project. I guess it is reasonable since 
both settings control the same behavior in two different areas. Normally 
those both areas (WinAPI & stdlib) are used simultaneously (and often 
calls are mixed). So it is quite natural to expect that both behave in 
the same way.
