[Boost-build] bjam vs vcvars32.bat

I have the issue listed here:

The conclusion is 'providing a stubbed "setup.bat" will do the trick'.

I don't know how to provide a stubbed setup.bat. The presumption is
msvc.jam will call _something_, so I must provide it.

Do I put it in the same folder as vcvars32.bat?

How do I put it on the bjam command line?

bjam.exe "-sTOOLS=vc-7_1-stlport" stage SETUP=setup.bat

?
