The var that msvc-tools.jam uses to detect if you've run the 
vcvars32.bat changed for vc8, and msvc-tools.jam did not change to 
account for it. You can simulate it by adding:

-sMSVCDir=%VCINSTALLDIR%

To the bjam invocation. Which will prevent it from running the 
vcvars32.bat file for each command.
