Origionally, that rule was used to create a response file for passing defines and includes to the compiler. It has since been replaced by the @(...)-style bjam syntax.
commo-win was left out of the conversion. Sigh. No-one, apart from you, have reported this issue and hte new feature has been in place for a while now.
