[Boost-build] Targets in some_path/sdk.jam

Inspired by the "Targets in site-config.jam", I thought about populating 
some sub-directory with pre-built deliverables and placing a sdk.jam in 
the root.

My test case, however, does not work.
It is attached in this message.

Should this work? Am I missing something?
