[Boost-build] [Boost]Patch Jamroot for Pgi Shared LIbraries

Hi,

Pgi compilers can not accept libraries with the Boost version  
suffix.  The attached patch adds logic to the tag rule in Jamroot to  
prevent appending the version suffix to shared libraries when  
building for the pgi toolset.

If there's no objections, I'll commit this to the trunk.
