[Boost-build] re-bootstrap error

We are just starting to use boost-build and my co-worker is successfully building on his PC but when I invoke bjam I continue to get the following error:

"Error: Illegal attempt to re-bootstrap the build system by invoking"

I can't seem to figure out what is causing this.  Does anyone have a suggestion?
