It's missing some information. It just fails if I use conditional, like:
<toolset>msvc:<cxxflags>/Zc:wchar_t-

I'm sending a sample now, the expected output is:

...
main.cc(2) : error C2065: 'wchar_t' : undeclared identifier
main.cc(2) : error C2146: syntax error : missing ';' before identifier 'tmp'
main.cc(2) : error C2065: 'tmp' : undeclared identifier
...

but it does not occur.
