If you take the <process-select> off of the MPM_C_sim target, the dlls are properly generated i.e. final exe does not link because test code attached is empty but at least it does not skip it. When the feature is present then 8 targets are constantly skipped. This works fine with the old exe previous to your new changes.
This patch should fix it. Are there any more problems?
