Hi John,

I think boost.build itself does not care about inspect. Could it be that tools/Jamfile.v2 tries to build inspect - in that case we/I 
probably need to rewrite that Jamfile to only require tools that are present.

If that's something else, could you post the result of running bcp to google drive or equivalent?
