I've tried your example on an endless loop with the current Boost.Build head 
and with the version we're currently using.

The loop managed to show up the problem after a few builds using our current 
version, but I can't reproduce it with the Boost.Build head after hundreds of 
builds.

So, it looks like we must upgrade. Steven, thanks very much again for your 
help, and apologies for wasting your time on an old resolved issue.
