Hmmm - I would say the opposite. That is the BoostBook -> Docbook
permits one to de-couple the content from the format so that one can
generate output as html pages, pdf, ebook. I have done all of these
with the system. One can also use xslt to tweak the output to taste. It
IS a pain in the neck. But it can do anything and once it's working
it's quite reliable.

Since quickbook generates boostbook I would expect that trying to
specify formats with quickbook would not be a productive endeavor.
