Release notes for Boost.GIL 1.72.0

Hi,

Following our discussion and agreement about writing
release notes in Markdown in the recent thread

I have just opened PR with proposal of RELEASES.md file

https://github.com/boostorg/gil/pull/404

There, I have taken the liberty to not only 'port' the (modest) past
notes from boost.org, but to collect a curated list of  release notes
for the upcoming Boost 1.72.0. I sourced the notes from the commit
history generated with `git log boost-1.71.0..master`.
