[GH #438] Add move semantics support (in gil::image)

Hi,

Following interest from mocabe, one of GIL users who approached
me on the Slack channel, I started this issue
https://github.com/boostorg/gil/issues/438

This is one of those serious issues that would appreciate
input from any interested GIL developers and users.
It has the potential of deprecating some APIs and
breaking the source compatibility [1]
