Replacing Boost.Test with Boost.LightweightTest

I'm giving a heads up on Boost.Test dependency being removed.

Part 1 of 2 has been merged

Part 2 of 2 is coming over the next few days
which will focus on test/extension/io

We have been mixing both frameworks, Boost.Test and Boost.LT,
but I decided it's time to stick to one for various reasons
you can read about in the PR #459

One big win is that CI build times go cut by 20-40%,
especially on AppVeyor
