[CI] Travis CI R.I.P. - GitHub Actions long live

Hi,

This is to notify that, following a general trend in Boost,
I have removed the Travis CI configuration and replaced it
with GitHub Actions [1].

The CI job deploying the documentation will be added soon [2],
similarly the code coverage report [3].
