[Boost-testing] Intel failures in program_options library

FWIW, I've investigated the problem with the unresolved externals 
(http://tinyurl.com/53x2a) and filed a DR. This is very likely to be the 
same problem as in boost.ublas (http://tinyurl.com/5reny) and Intel has 
reported that they will fix it in the next compiler patch.

Nevertheless, if there is another tarball to be tested, we should mark 
the failures as expected.
