[Boost-testing] problem with build_monitor

Last week I had to manually start build_monitor few times. I do not know 
what happend to its instance that was started by bjam - it just exited 
(or maybe commited suicide?). Furthermore, instance started by hand also 
eventually quits. Effectively tests were stalled on various error messages.
