[Boost-testing] Filesystem failures should be Expected for Borland

The 2 existing failures on FileSystem library for Borland are expected
errors - Beeman has noted the problem with a #error directive in the
code so I think we can say they are a known failure!

Could someone mark up the XML before 1.33 release?
