Unfortunately, defining PYTHON_ROOT caused major problems, so I reverted
back to the previous configuration. Given the complexity of testing on this
machine and my inability to make any configuration changes to the machine at
all, I'm going to leave things as they are and not worry about testing
Python at this time.

A new set just got updated and I have the complete bjam.log, so if tests are
mysteriously missing again, there's hope of figuring out why.
