[Boost-testing] HP TestDrive currently offline

The HP TestDrive program is currently offline and will resume service on or 
before September 26th. Therefore no updates for this regression runner are 
to be expected.

It should be noted that the last results available for CXX 7.1-006 show 
that most of the regression tests pass for this compiler.

I will do my best to restore the tests when the TestDrive program is back, 
in the meantime only the Comsoft regression tests will be run.
