[Boost-testing] trying to run two new toolsets : vc8 and mingw-stlport

Hi

I experimentally added two new toolsets to my regression tests script:

* vc-8_0, using Visual C++ 2005 Express (RTM downloaded from my MSDN 
subscription) and Platform SDK April 2005 (Windows Server 2003 SP1)

* mingw-3_4_4-stlport-5_0, using STLPort 5.0 RC6 and mingw 3.4.4 RC

I also upgraded both mingw directories (3.4.2 and 3.4.4) to use newer 
release of WinAPI (3.5) and mingw-runtime (3.9)

Updates are reflected in comment.html

I did not try running these new toolsets, so if they fail I will try to 
fix tomorrow
