[Boost-testing] QNX qcc no regression results since 2006-12-20

There are no regression results available from the QNX platform since 
2006-12-20.

Currently there is one error reported in the date_time library. I know 
of a second one in the thread lib (which was erroneously marked as 
expected to fail) possibly also related to time issues.

Should the toolset be dropped from the required release compiler set?
