[Boost-testing] Unsupportable libraries?

The io library has a grand total of two tests.
Both are expected failures on VC6.

I suggest marking the library not supported on this platform.

Numeric concersion library passes two tests for suporting components on
Borland 'by accident' but the library is fundamentally unusable on this
platform, as the main library relies on default template params of
nested templates, something the Borland compiler still cannot handle.

Historical note: It was mistakenly thought supported in BCB5, where it
turns out the default params were simply ignored.  I believe that is
why this was not marked as unsupported years ago.

Note that neither of these tweaks would affect our current regression
totals, as there are no failures here.  But it would improve the
quality of main regression summary page.
