Umm, well.  Let's see.
http://www.open-std.org/jtc1/sc22/wg21/docs/papers/2005/n1912.pdf,
which breaks code and doesn't really solve the problems, has been
given floor time in the evolution working group at least three times
now.  My proposal, which was first submitted in 2002, has never
been given any serious consideration.
