You certainly need to change 1;0;4 to 2;0;3 and -1;0;10 to 1;0;11 for all
U.S. and Canadian locations. (At least, all locations that observe DST). I
have read that Mexico isn't changing, but I'm not sure about Caribbean or
Central American countries.
