Is there somewhere I can download the current version from?  The
libraries "under review" exist in the Vault, but the Physical
Quantities Units directory is empty.

Me too; I'm working on Monte Carlo integration of mutual-inductance
problems, and I added a distance to the running average of
inductances.  :(
