OpenMPI doesn't supply MinGW binaries, only Cygwin and 1.6.2 Visual 
Studio builds.  Windows support for newer OpenMPI builds is more or less 
finished because there's not many Windows users, and no developers with 
access to a cluster who can test it properly.
