I derived the implementation from this tutorial (http://www.boost.org/doc/libs/1_45_0/libs/polygon/doc/gtl_minkowski_tutorial.htm) which was written for boost::polygon and not boost::geometry. Buffering is somewhat the same as computing the Minkowski sum of your multipolygon with a circular ring. Since the circular ring is just a ring, you don't need to implement the full algorithm that supports multipolygons on both sides of the sum.
