[Threads-devel] missing 2-argument swap functions for locks

thread/locks.hpp doesn't define any 2-argument free swap functions for the 
lock classes in their enclosing namespace, which can be found by ADL.  This 
is needed to make the 

using std::swap;
swap(A, B);

trick work for the lock classes.
