WinCVS bug (was Re: CVS - Rename a File)

Well, it appears there's a bug in the CVS client installed by WinCVS 
that will prevent "renaming" a file to change case only on a Windows 
platform.  AFAIK there shouldn't be a problem on other platforms.  In 
the future, if anyone needs to rename a file in this manner either it 
should be done from another platform if you have access to one, you 
should ask some other Boost member with access from another platform 
to do it for you, or you should submit a request to the SourceForge 
support asking them to do it for you.  Any attempts to do this from a 
Windows platform are just likely to fail, leaving a "phantom lock", 
and there's no known work around. :(
