How will we decide which are requirements and which are guidelines?
The yahoogroups poll mechanism could work, but setting it up would be
tedious.

Reject the current document, and resubmit as two documents.
On the otherhand, just abandon this, as being unworkable to create a one
size fits all standard that's worth having. As in any rule which is
sufficiently flexible to describe all possible exceptions isn't worth
having. Rules regarding formatting are useless as being religious issues.
Better to judge each library on its own merits and let the standard evolve
from current practice. And let the formal rules of the language be the
ultimate test, all else are just additions to the standard, and should be
proposed as that.
