I know you said you tried setting BOOST_ROOT, that does need to be
set. The -f option is not used anymore, I think there is some
documentation that shows it, though. So set BOOST_ROOT and TOOLS in
your environment (or use the -s on the command line, as below) and
just type "jam".

Also, you may want to read InstallingOnMingw32Windows95 on the boost
wiki. While it may not be directly related, it is a tale of another
new user and the problems he had.
