It is up to the Review Manager.
In my personal opinion, if a library is simple, transparent, and doesn't
generate serious negative comments then I think it should be accepted even
if only a small number of people are willing to post a review.
OTOH, libraries which are complex, opaque, or generate serious negative
comments clearly need more eyes looking at them.
