Eventually, this stuff should just be a branch of the main
development branch in, say, branches/boost-cmake. However, we don't
want to do that before Boost development moves over to Subversion.
So, for now, let's put everything in sandbox-branches/boost-cmake,
knowing that it is wrong, and we'll fix it later.
