For what it's worth, as a Boost consumer I still care about Boost
working on XP -- however for the application that I need to still work
on XP, I'm ok with requiring that it use a specific Boost version and no
later (it's already using one several versions behind the current release).
I'm in favour of Boost changing its default _WIN32_WINNT setting to
Vista/Win7, although *if possible* it would be nice if the application
author could still choose to set it back to XP and have most of Boost
still work.
