I think the toolchain for Doxygen plus Asciidoc would look like this:
(header files) -> XML; using Doxygen
XML -> Asciidoc; using xsltproc
You would need to write an .xslt program to perform the translation
from XML to asciidoc. It might look like this:

(The .xsl file linked above converts XML into Quickbook).
